Chandigarh:Haryana has set its sights on doubling exports by 2031, with a new MSME policy seeking to push the State’s 15 lakh small and medium businesses towards international markets through artificial intelligence, advanced manufacturing, greener production and easier access to finance.
The export target is part of the Haryana Progressive MSME & Export Promotion Policy 2026, which contains 60 measures for manufacturing, technology, finance, industrial infrastructure, exports and skills. The policy also targets more than ₹55,000 crore in fresh manufacturing investment and over five lakh new jobs over the next five years.
A dedicated MSME Directorate will be established to provide a separate institutional channel for businesses seeking government support. Its work will cover areas including finance, investment, technology, infrastructure and market access.
The policy’s approach is to help existing enterprises increase their capacity and move into higher-value markets. Under the Haryana Udyam Vikas Mission, eligible units in identified thrust sectors will get support for capital investment, interest costs, employment generation, insurance, testing, automation, artificial intelligence and research and development. Stamp duty reimbursement is also included.
Finance is a major part of the expansion plan. Haryana proposes a State Venture Capital Fund and a Sectoral Credit Guarantee Fund to widen access to institutional funding and collateral-free credit for smaller businesses.
Technology will be used to improve manufacturing quality and productivity. The policy provides for automation, Industry 4.0, artificial intelligence, advanced manufacturing and quality certification, backed by Centres of Excellence, industry-academia partnerships and coordination with the Centre’s RAMP Programme.
The government has also launched Haryana Udyog Saathi, an AI-powered multilingual service through which entrepreneurs can obtain information on incentives, eligibility, documents and application procedures by voice or text.
The service is available in Hindi, English, Hinglish, Haryanvi and Punjabi and covers the new MSME policy as well as the Haryana Agri-Business & Food Processing Policy 2026.
For exporters, the policy provides assistance for international quality certification, export credit and insurance, freight, e-commerce registration and participation in international trade fairs.
The Mukhya Mantri Pratham Niryatak Protsahan Yojana will support first-time exporters in meeting the cost of securing their first international buyer. The proposed Haryana Niryat Centre will handle export documentation, compliance, logistics, market information and buyer connections.
Udaan Dwaar will focus on export matchmaking, technology partnerships, international joint ventures and investor engagement. Reverse Buyer-Seller Meets, international roadshows, digital MSME pavilions and vendor development programmes are also planned to connect Haryana businesses with buyers and larger companies.
The export push is being linked with cleaner manufacturing. The policy encourages renewable energy, cleaner production, efficient use of resources and circular-economy practices. Support is proposed for Effluent Treatment Plants and Zero Liquid Discharge systems, along with a Green Investment Fund for green industrial projects.
Industrial capacity is also being addressed through larger Cluster Plug & Play Industrial Estates and Common Facility Centres. Haryana plans to strengthen its Single Window System and introduce an MSME Right to Business Framework to reduce procedural delays and costs.
The policy includes measures to encourage businesses led by women, Scheduled Castes, Divyangjan, transgender entrepreneurs, ex-servicemen, Agniveers and first-generation entrepreneurs. Skill development and more balanced industrial growth across the State are also part of the plan.
