Synopsis
Haryana is set to launch a progressive MSME and Export Policy aimed at accelerating industrial growth, boosting exports, and enhancing competitiveness. The policy will support small and medium enterprises through incentives, improved infrastructure, easier access to finance, skill development, and market expansion opportunities, helping generate employment and attract investment.
Haryana is taking a major step toward strengthening its position as one of India’s most attractive destinations for industrial investment, MSME growth, and export-driven development with the upcoming launch of its highly anticipated Progressive MSME & Export Policy. The new policy is expected to complement the recently unveiled Make in Haryana Industrial Policy 2026, creating a comprehensive framework designed to attract large-scale investments while simultaneously nurturing a vibrant ecosystem of small and medium enterprises across the state.
The Haryana government’s latest strategy reflects a broader vision of building a globally competitive industrial economy where major corporations and micro, small, and medium enterprises (MSMEs) grow together. While the state’s flagship industrial policy aims to attract more than Rs 5 lakh crore in investments through large, mega, and ultra-mega projects, policymakers are equally focused on ensuring that smaller businesses become key beneficiaries of this economic transformation.
According to Industries Minister Rao Narbir, MSMEs remain a vital pillar of Haryana’s industrial success and economic resilience. The upcoming policy is intended to reinforce the state’s reputation as a leading MSME hub, manufacturing center, and export powerhouse, ensuring that entrepreneurs and small businesses receive the support necessary to compete in both domestic and international markets.
A key component of the government’s strategy involves leveraging large industrial investments to create extensive business opportunities for local enterprises. As major manufacturing facilities, logistics centers, and industrial projects establish operations across Haryana, they will generate demand for suppliers, service providers, component manufacturers, and technology partners. This interconnected ecosystem is expected to create significant growth opportunities for thousands of MSMEs that can become part of the supply chains supporting these large-scale investments.

The state is also making substantial investments in industrial infrastructure, including the development of Industrial Model Townships (IMTs), mega industrial parks, and advanced logistics corridors. These projects are designed to provide businesses with world-class connectivity, reliable utilities, modern facilities, and improved transportation networks. For MSMEs, access to such infrastructure can significantly reduce operational costs, improve efficiency, and increase competitiveness in both national and global markets.
Another important objective of the new policy is to encourage industrial expansion beyond traditional economic centers. Haryana plans to offer enhanced incentives for businesses that invest in Prime/Focus Areas and Sub-Prime Areas, helping to drive economic growth into emerging regions and create more balanced industrial development throughout the state. This decentralization strategy is expected to generate employment opportunities, strengthen local economies, and attract fresh investments into previously underserved areas.
The government has also introduced a series of specialized sector-specific policies aimed at supporting high-growth industries. These policies cover strategic sectors such as Electronics System Design and Manufacturing (ESDM), pharmaceuticals, artificial intelligence (AI), green energy, and other future-focused industries. By offering flexible support mechanisms rather than rigid incentive structures, Haryana aims to accommodate the diverse needs of businesses operating in rapidly evolving markets.
These incentives include capital expenditure (CAPEX) subsidies, operational expenditure (OPEX) support, research and development incentives, and employment-linked benefits. Such measures are designed to help businesses invest in innovation, improve productivity, and scale operations more effectively. Special attention is also being given to women entrepreneurs, with targeted financial support and business development opportunities intended to increase female participation in the state’s industrial economy.
According to Amit Kumar Agrawal, Commissioner and Secretary of Industry & Commerce, Haryana’s approach is centered on creating a balanced and inclusive industrial ecosystem where the success of large projects directly contributes to the growth of smaller enterprises. By combining infrastructure development, sector-specific incentives, export promotion measures, and sustainability-focused programs, the state is lowering barriers to entry for entrepreneurs and fostering a business environment that encourages innovation and long-term growth.
With its integrated approach to industrial development, MSME empowerment, export promotion, and entrepreneurship, Haryana is positioning itself as a premier destination for investment, innovation, and manufacturing. The upcoming Progressive MSME & Export Policy is expected to play a pivotal role in shaping the state’s economic future, helping establish Haryana as a globally recognized center for business growth, technological advancement, and sustainable industrial excellence.
