Vietnam extends anti-dumping duties on imported sugar, tightens measures against trade diversion

Vietnam has decided to extend anti-dumping and countervailing duties on certain sugar products imported from Thailand for another five years, reinforcing measures aimed at protecting its domestic sugar industry from unfair trade practices.

The Ministry of Industry and Trade announced the final results of its review of anti-dumping and countervailing measures on selected sugarcane sugar products originating from Thailand. The decision will take effect from June 16, 2026, Vietnam.Vn reported.

Under the order, the extended duties will apply to sugar products classified under HS codes 1701.13.00, 1701.14.00, 1701.91.00, 1701.99.10, 1701.99.90 and 1702.90.91.

According to the ministry, the review found that removing the existing trade protection measures could lead to the continuation or recurrence of dumping and subsidization practices by imported sugar producers, causing further injury to Vietnam’s domestic sugar sector.

A group of Thai sugar producers and exporters, including Mitr Phol Sugar Corp Ltd, United Farmer and Industry Co Ltd, Singburi Sugar Co Ltd and Mitr Kalasin Sugar Co Ltd, along with related trading firms Pacific Sugar Corporation Ltd and Zarnikov Group Ltd, will continue to face an anti-dumping duty of 32.75 percent.

Another group comprising Thai Roong Ruang Industry Co Ltd, Thai Multi Sugar Industry Co Ltd, Thai Roong Ruang Corporation Ltd, Phitsanulok Sugar Co Ltd and The Chonburi Sugar and Trading Corporation Ltd, together with Siam Sugar Export Corporation Ltd, will remain subject to an anti-dumping duty of 25.73 percent and a countervailing duty of 4.65 percent.

All other Thai producers and exporters not specifically listed will continue to face an anti-dumping duty of 42.99 percent and a countervailing duty of 4.65 percent.

In a related move, the ministry has also expanded anti-circumvention measures to cover certain sugar imports from Cambodia, Indonesia, Laos, Malaysia and Myanmar. The measure applies to the same categories of sugar products and is intended to prevent the avoidance of existing trade protection rules through third-country exports.

The expanded measures will also take effect on June 16, 2026, and will apply to all manufacturers and exporters from the five ASEAN countries, except for a number of exempted companies.

The exempted firms include Kampong Speu Sugar Co Ltd and Kasekam Uvekchun Svay Rieng Co Ltd from Cambodia; Mitr Lao Sugar Co Ltd, Savannakhet Sugar Corporation and TTC Attapeu Sugar Cane Sole Co Ltd from Laos; and Than Daung Oo Co Ltd, Ngwe Yi Pale Sugar Co Ltd and Delicious Food Ltd from Myanmar.

Under the extended anti-circumvention framework, sugar imports from the five ASEAN countries will be subject to an anti-dumping duty of 42.99 percent and a countervailing duty of 4.65 percent.

The decision signals Vietnam’s continued efforts to shield its domestic sugar industry from low-priced imports while maintaining the effectiveness of existing trade defense measures.
